Why do I think the 13,000 is just the tip of the iceberg? And how many of those are double or triple counted because they keep coming back again? There should be something much more harsh than "catch and release". I think forced labor on a chain gang on public works projects for a year would be a step in the right direction. As it is now these people are getting away scott free while we are spending millions of dollars to repeatedly catch them and set them free so they can be caught again. If they are caught, at the very least, there should be a $1,000 fine levied on them and they would not be released until the fine is paid. This would dampen their enthusiasm.
